The Electricity Department of Rajasthan was neither able to utilize this budget within the stipulated time period, nor was it able to connect the houses of the villages with electricity connections.

On the repeated demand of the Rajasthan government, the time was extended twice and last time it was asked to complete the work by the month of March. But the work could not even start. In this scheme, free electricity connections were to be given to farmers in every village. 60 percent of the money was to be spent by the central government and 40 percent by the state government. The farmer has to pay Rs 70,000 to Rs 1 lakh for getting an electricity connection at his own expense.

2.50 lakh houses were left without electricity connection.

Till the year 2018 in Rajasthan, domestic connections were issued under this scheme. But despite this, about 2.50 lakh houses in most of the dhanis of the state were left without electricity connection. Biharilal Vishnoi, BJP MLA from Bikaner’s Nokha, raised this matter in the Rajasthan Legislative Assembly as well. He also complained to the Center stating that 8,000 people in Nokha were deprived of connection. On the complaint, in 2020, when the Central Government team conducted a survey and got the complaint done, the complaint was found correct. It was found in the survey that electricity connection could not reach about 2.50 lakh houses across the state and these houses are still immersed in darkness.

On 26 July 2021, the central government allotted a budget of 1,022 crores to the Rajasthan government under the scheme. This money was asked to give connections to the deprived houses of the Dhanis who were left without electricity connections. Out of this, Rs 433-433 crore was given to Jodhpur and Ajmer discom companies and the remaining amount of Rs 156 crore was given to Jaipur discom. Dr. BD Kalla, who was the then Energy Minister for five months, did not pay any attention to this. In December 2021, when this department came to Bhanwar Singh Bhati, who was made the new minister of the electricity department, the tender process was going on. Bhati came to know about it in January 2020, then demanded the Center to extend the deadline. The time period also increased till March. But before the work could start, the budget lapsed.

46 thousand in Barmer, 28 thousand in Bikaner and 8500 deprived in Nokha…

In Kolayat, the assembly constituency of Energy Minister Bhanwar Singh Bhati himself, 14,000 people are deprived of electricity connections. Whereas in Bikaner’s Nokha, electricity has not reached 8500 houses. All the three electricity companies of Rajasthan, Jodhpur Discom, Ajmer Discom and Jaipur Discom, have households with deprived connections.

Biharilal Vishnoi, BJP MLA from Nokha assembly constituency in Bikaner district, said, “Every villager asks me this question at the chaupal in the village. The entire state knows that the Government of India has spent thousands of crores of rupees for the Deendayal Jyoti Gram Yojana so that every household has electricity connection. There should be electricity connection in every village and there should be lights in every house. In this important scheme, hundreds of crores of rupees were spent in our Bikaner district and 60 thousand connections were made in Deendayal Gram Jyoti Yojana, Saubhagya New Plan. Out of those 60 thousand connections, 20 thousand connections were made in my assembly constituency Nokha. Lights went on in a large number of houses. But due to some reasons some people were deprived of connection in every village. We have been keeping their demand in front of the state government since January 2019. When the Government of India did such an important work, then the Government of Rajasthan should bring a plan for electrification in the remaining Dhanis. But the government did not pay attention to this at all. Neither the Rajasthan government gave the plan in the last four years. Troubled by this, when we again put it in front of the central government.

Our figures were found correct in the investigation and survey of the center…
When we gave the figures to the Central Government and the Center sent a survey team to investigate this matter, our figures were found to be correct. Through the Rural Electrification Corporation, the central government gave Rs 1,022 crore to the Rajasthan government to electrify the deprived areas. Jodhpur discom got Rs 433 crore. 31 crores came in my assembly constituency Nokha. At least 8-9 thousand of our dhanis have been deprived of electricity connection. Out of them 6000 dhanis could have been electrified but the state government got the money in September 2021 and had a deadline of 15 March 2022. The government wasted seven precious months. Discom officials could not even tender. Could not give work to the contractor. Thousands of crores of rupees lapsed on March 15, 2022. Big fraud happened with the farmers living in the villages of Rajasthan. The darkness remained in their homes, the government and the electricity department are responsible for this.

Such a huge work could not have been done in such a short time.
Electricity Department Minister Bhanwar Singh Bhati said, under the Saubhagya scheme, the central government had a plan to electrify dhanis. In that 40 percent money was shared by the state government. The central government first gave exemption till December 2021. Our tender process was going on in December. After our demand, the Center first gave time till February 15 and then till March 2022. After that the central government did not extend the time of the scheme. Such a huge task could not have been accomplished in such a short time. We had sought at least one year’s time from the central government. But the Center did not extend the time after March 31, due to which lakhs of dhanis could not be electrified.

Bhati said that in the recent conference of Energy Ministers of the country in Udaipur, I had demanded that the time of Saubhagya scheme should be extended. The Center has talked about giving money in RDSS. But the central government is talking about giving 25 thousand rupees to every Dhani. But the cost of each dhani or habitation comes from 50 thousand rupees to one lakh rupees. We are talking to the center. We are saying that the Center should give as much money as was given by the Center earlier in Saubhagya or Deendayal Yojana. The rest of the money will be given by the state government and the dhanis will be connected to electricity. Whatever positive decision of the central government will come. Accordingly, we will get the work done to connect the Dhanis with electricity connections.

Minister Bhati said, there are many dhanis in border districts like Bikaner, Jaisalmer, Jodhpur and Barmer which have not been electrified. We had requested the BJP government at the Center and the MPs that there are lakhs of people in Rajasthan whose homes have not been electrified. The scope of the central scheme should be extended for at least one year. The Rajasthan government could not complete the work on time. That scheme was stopped by the central government. Because of that these dhanis remained deprived. Even now, the central government gives as much money as the Deendayal Upadhyaya Gram Jyoti Yojana in the RDSS scheme, then we will get all the dhanis of Rajasthan electrified.

Demand to give domestic connection in RDSS scheme…
The central government is preparing to launch the RDSS scheme soon, in which new Grid Sub Station (GSS) feeders will be built. Old feeders will be improved. Energy Minister Bhanwar Singh Bhati has written a letter to the Central Government demanding that consumers with deprived domestic connections of Rajasthan should also be included in this scheme. There has also been an in-principle agreement on this. But an opinion has not yet been formed regarding the budget ratios.
